About the Author
Edward D. Kleinbard is the Johnson Professor of Law and Business at the University of Southern California's Gould School of Law and a Fellow at The Century Foundation. Prior to these appointments, Professor Kleinbard served as Chief of Staff of the U.S. Congress's Joint Committee on Taxation, the nonpartisan tax resource to Congress.

He's just calling it like it is
By one and done
If you care about the fiscal future of our country: buy this book; read this book; tell everyone you know about this book. Kleinbard explains clearly, in plain English that we all can understand, how and why congressional decision-making and presidential leadership have abandoned rational processes for making the tax laws for our country and for determining our country's priorities for spending and collecting revenue. Scary reading, but also a wake-up call. The author doesn't have a partisan axe to grind, so this isn't a polemic by an extremist (right or left). He's just calling it like it is.

Excellent discussion on US fiscal policy

I can't recommend this book highly enough for those interested in US fiscal policy. The curated notes / bibliography alone are worth the price of the book. I was already generally aware of many of the presented facts in this book; but they were presented in much greater depth than I was aware of.
Kleinbard attempts to give a non-partisan view of US fiscal policy in this book. However, his liberalism and progressivism bleed through the text. I don't find this problematic (as a progressive). But I do think it detracts from the appeal of the book, since his aim appears to be to be non-partisan. That said, he makes an extremely strong case for a progressive fiscal system from a factual basis, attempting to avoid a moral viewpoint.
In particular, I found chapter 12, which discusses the relative merit of a progressive fiscal system vs a progressive tax system to be eye opening. I also enjoyed his argument about the distinction between welfare and economic growth; and, his point that our fiscal system should aim to address the former not the latter.

Expansive but Disappointing

I hoped this would be a more balanced, objective book. In reality, the text is a rather long recitation of progressive talking points that advocates for more, larger government. The author, a law school professor, never quite convincingly tells readers why they should expect more/different government agencies to improve upon the existing leviathan.
